three things determine it.
1) The temp has to be 32 degrees F or below for an extended period of time, 5 hours or so.
2) The dewpoint has to equal the temp, making the humidity 100 percent
3) There has to be little to no wind

When the temp stays below 28 degrees for 3hrs or more

well, if its already hard as rock, then its already hard frozen. usually, when temperature reaches -20C or below, its already hard frozen.
