Since you are a novice I will try to make this as simplistic as possible. Basically there are two things you need:

1. Your Page
2. A place where the page is hosted

1. the easiest way to create a page is using a HTML editor (like dreamweaver) or even a text processing software like word / open office (and saving the document as HTML)

2. a host is a computer on the internet where your HTML page will
reside. There is quite a few free hosting possibilites. Yahoo - for instance - offers free hosting (http://geocities.yahoo.com/). Many of those free hosting offers will also come with sitebuilder abilites that will let you design your webpage within the browser (so you can skip step 1)

Of course there is a lot more to the whole thing. For instance if you want to have your own URL (a webaddress that looks the way you want it), you'd have to buy it. Yahoo (sounds like I am advertising yahoo ;) ) sells domains at a very reasonable price. Also if you buy a domain with yahoo you will get a free starter page that has sitebuilder abilities) http://smallbusiness.yahoo.com/domains/

if you know very little about website making, i recommend you go to freewebs.com and follow the really good tutorials. otherwise,get dreamweaver or learn to use html or xml.
