Lower class people make up the majority of the prison population. The structure of our society makes them more likely to commit crime. The ones in power write the laws and make the behavior of the lower class illegal.

The justice system is way large and very bureaucratic.
Having $$ lets you get an attorney to figure stuff out, no $$ and you have to wing it on your own and most people screw that up because they do not understand the law or think telling a sad story will get the judge to ignore the law.
