Since hate or hatred is an emotion of intense revulsion, distaste, enmity, or antipathy for a person, thing, or phenomenon, I highly think it unlikely something to celebrate.
It is generally attributed to cause a desire to avoid, restrict, remove, or destroy the hated object. So, having an international hate day would simply ignite even the most latent animosity someone has buried, thus not being a day of joy.
So let's not and focus on something more positive - like love. :)
