He's a famous comic character on the Hispanic TV news. Whenever he is mentioned, one knows that one is going to be entertained. He dresses so elaborately, with sashes and regalia and he says such extravagantly crazy things. He and his friend Fidel Castro (who dresses at the other extremity) make quite a good double act. If that is what being a chav constitutes, then maybe he is.

I thought it was a chav on holiday in Spain saw the name Chavez and thought it read 'Chavs'; liked it and thats how it all started.
