cleanout is usually a three to four inch pipe. The only time they'll use it is if your drains become so clogged they back up into your house (literally coming out where it went in). You can cut it down, but make sure you can always find it. A plumber or u if ur the diy type will usually run a sewer snake down thru your clean out and pull out or break up whatever is clogging your drain (very nasty business). If u have a septic tank they may also use it to pump your septic down. I'm lost as to why u have two of those though. I'd ask to be sure, a back flow prevent on a house doesn't sound right, or I should say, I've never seen a back flow preventer on a house. Usually backflow preventers are for commercial plumbing needs. 3" isn't big enough for a shut off valve, sprinklers are definitely out. I curious if ur installing a second dwelling or something of that nature. 2 cleanouts make no since to me, I suggest u ask so u know and u can come back and tell us. they are either cleanouts(which should have a female thread fitting with cap threaded into it)or access/markers for water shutoff.a cleanout can be cut flush with or slightly below grade as long as you take note of its' location.if water valve access/marker it depends on local requirements.if the home is very new have you plumber or inspector come explain to you what you can and cannot do

It is the Villages access to the Buffalo box. a term used for the water main shut off valve to your home. I have seen them and they are so ugly. plus you have to cut your grass around it or trip on it.
the old ones like ours is cast iron and ground level or lower.
I don't know what these towns are thinking.

they call it a clean out, and it is just that. it's an additional access point for plumbers when you experience drainage issues. i think i can tell your next question, and the answer to it is no, you can't cut it down. if it's obvious, landscape around it.
NOW, if the pvc is an upside-down u shape as opposed to straight, that is a backflow preventer. also necessary, landscape around it.

They are probably for irrigation purposes. If they are open pipes stuck into the ground it's so the plants surrounding them will receive water.

As someone else mentioned it sounds like a sump pump but unless you are in New Orleans that doesn't sound normal at all.

one is a sewer clean out. the other is possibly a shut off, or the same. look down in them if you don't see anything cut them down put the caps back on.

They are vents or cleanouts. Yes you can cut them flush and use a glue type fitting that will accept a screw in cap.
