Embarass him into 'tucking it in' by saying something like- "Wow! It looks like a penis, only much smaller!"

tell hm that he is a grown up and that he should know better than to be exposing himself like that, whether he wants to hear it or not, then tell your parents about his behavior once they talk to him it should put a stop to it....
