wont it raise my heating expense if a little cold air can get into my apt from the window?its not much,but if im right next to the window,i can feel it.

yes it will raise your heating bill. However saran wrapping the window is a simple and effective way to solve the problem.

I think you should tell your landlord because your paying to live there and it is his responsibility to fix anything that is wrong not yours. I had a problem with bugs getting into my apartment during the summertime because of the screens. Who do you think replaced them? Not me. I say if he doesn't fix the problem hold the rent until he does.

yes nicely ask him if he can send up maintenance guy over and see if the windows are sealed properly or whats the problem if its nothing wrong with the window seal then try a thick curtain to kept the warmth in.

Yes, you should tell your landlord IN WRITING. There might not be much he can do about it, but he can look into it.

And you cannot "hold the rent" until they fix something without taking other steps first. You could be evicted.

you can tell him, or you can get plastic kits that will seal the windows. they cost about $7 per window.
