TXT is plain text format.
DOC is Microsoft's proprietary format used by Word.
RTF is Rich Text Format, which is a cross between the two - the file is in plain text, but contains tags to mark formats, styles and even graphics. It is meant as an interchange format, so that you can swap documents with different systems - ie in Word, you can save as RTF, then someone with a different program or even a different operating system like a Mac would be able to open it. In reality, these days everyone can open and save DOC format so there's not much need for RTF.
