Well....yes and no both.
Yes because it allows any engineering graduate to apear in the exam. No because, it is not having CS/IT as a examination subject, Therefore one has to opt for ELECTRONICS & TELECOMMUNICATION ENGG. However, there are other PSU's who offer posts to CS graduates e.g. Indian railways(CRIS), NTPC, BARC, ISRO etc.
