In relation to the Katthy Griffin show that I have never watched, but keep seeing the title when I flip channels.

Well, you know the A-list celebrities. Those people who are always shown on the red carpet at the Oscars and are the top earners in Hollywood. Actresses such as Nicole Kidman, Reese Witherspoon, Julia Roberts et.al. Then you have B-list, who are in movies and tv but not as popular or well-paid. Kathy Griffin probably just made up this so-called D-list term that would apply to her status as a comedian who's not so well-known. This listing is more of a popularity contest and status distinction.

Well, I never heard of a "D" List before, but is it a celebrity's list of people who aren't good actors or something like that?

it is a list of sub par celebrities. like carrot top, and pauly shore

I think it means like a Quasi celebrity. (Not an It girl). That would be my guess.
