Do you know which company would make this for me? Also, which local authority might like to have it in a prominent public place? I could just donate it to them, but I wouldn't mind if the tax-payer contributed to my costs

Well, if you're willing to foot the bill, I suppose you could find a company willing to cast it for you. Don't expect the public to pay.
