Here in Northern Ireland, it is not legal to wear a balaclava in the street as in the troubles, the paramilitaries favoured the use of balaclavas while shooting people. I would imagine that the police would like to stop and question anyone wearing a balaclava, legal or not, for obvious reasons, esp if you are outside a bank!!!! lol why not try wearing a nice warm hat and a scarf to keep you warm

It is legal but not acceptable if you are having one to one conversations with government ministers, the best thing to do is to not arrange meetings in the cold and then this wont be a problem. The only crime i can see you committing is to fashion.
Can i ask if this balaclava is you own choice of head wear or are you being manipulated due to religious reasons?

Sure. No one can tell you what clothing you can wear in the streets. Do it and be proud of it. For some real fun, go into your bank and make a deposit in person, or go into a 7-11 after dark and buy a Snickers.

it is legal to wear one in the street but you would have to take it off to go in a shop, bank or anywhere that could be threatened by it , if you look threatening (like lurking around in dark Ally's or following people, then I would definitely think the police may want to talk to you) if I were you don't wear it at all.

I think it is technically legal, however as you mention you will probably get stopped before you even turn to lock your front door... you can get this half balaklava things from places like "Blacks outdoor store" and "Milletts" that are abit like a sweat band crossed with a b/k/va but bigger and fluffy warm, my mums got one, thinks its great. maybe an alternative, i mean i know we sometimes dont want to go to work but a day in the police station isnt that fun either haha.

That depends,
Do you look like a terrorist?
Will you be carrying a Kalashnikov?
Will you have three of your friends walking with you *also* wearing balaclavas? (It IS spelled with a "c" by the way.)
If you anwered "No" to these questions, by all means wear one; you'll be fine.
If for some odd reason you said yes...I don't even want to go there.

open face balaclava acceptable, but full face balaclava may be deemed to be a breach of the peace depending upon your actions whilst wearing it and the energy levels of the local constabulary,
