I'd suggest buying something original that the two of you can work together on.
Why not buy a scrapbooking kit, then the two of you can put it all together.
Or, you could sign the two of you up for pottery classes OR purchase the materials to make your own pottery.
And, with the holidays coming up, you could purchase an ornament making kit.

surprise her with a nice bouquet of paper roses, these you can keep forever, they wont die like real ones do... also wine and dine her in a lovely hotel somewhere then have a nice bubble bath ready for her and give her some pampering...light some scented candles, have a meal ready for her, get her some pretty underwear with some perfume....don't forget the champagne...also get her a lovely card (blank inside) and write her a poem about her and about the wonderful year you have had with her...she'll love you more than she did a year ago....

Shoot I love money and I would take it over a gift any day as long as it was a decent amount. But On paper what about a certificate to a spa.

You don't have to buy it you could write her a nice poem or letter & take her to dinner. Just to let her know how much she means to you. I personally think {as a woman} that would be very thoughful. How much you spend, if any, doesn't always matter it's the thought that counts.

Who says you have to follow the anniversary rules? Do what you feel that would make her feel appreciated. My husband & I went to dinner and the coffee shop. I had a long 12 hr shift at work so I wasn't up for much...lol.
