I have been at my job for a year & am having problems because I feel that my boss favors 2 of my co-workers and treats me and my other co-worker unfairly. from what I have seen and learned is that these two girls have been causing problems with all of the employees that have been in this dept at one point but things never seem to change or nothing is done because my boss does not address them but instead defends them and even covers up for them to her superior. From what I have seen my boss has a relationship with them more like that of a mother her reason is she sympathises with them for their loss of their mother, which is fine to be sympathetic but to give them special treatment or allow them to get away with things even to the point where they disrespect and yell at her is just not okay. It seems like she's afraid of them. I feel very helpless because I know that in the past others have tried addressing these issues even taking it to H.R & nothing has been done.. what can i do?

Have you received performance evaluations in writing? If not, make an appointment and have your supervisor go over an evaluation with you.

Don't find trouble where there is none. If your boss tells you that you aren't meeting the company standards and need to improve, listen. If, on the other hand, he tells you that you are a vital member of the team, helping them all achieve, take note!

Personal perception is one thing, but stop letting it control your actions and intentions at work. You are not in a position to dictate to your boss his actions or intentions. Do your job well, assist others when needed and set some personal and professional goals.
