Nothing is off limits for them. They do the comedy that others won't. As evidenced by your question, some people find it funny.

South Park likes doing controversial stuff, and making fun of the mentally handicapped is pretty controversial.
But I think with Jimmy and Timmy, the rest of the boys treat them like they're just part of the gang, it's not like they're constantly making fun of them. Plus they don't make them one-dimensional either (even Timmy, IMO). Jimmy's probably the most hardcore of the 4th graders besides Cartman lol (steroids, sex with prostitutes, gangs...)
And the freak strike...well...Maury's a douche, and you really do see some of those guys on multiple talk shows.

South Park makes fun of everybody, and making fun of the handicapped is an ultimate political incorrectness. The show says the things nobody is supposed to say, and serves a valuable social function by doing it.

I love the show, they make fun of everyone. That is the main reason that I watch it. The creators are the best, the do not discriminate they even make fun of themselves. South Park is one of the best shows on television.

Matt Stone and Trey Parker try to make fun of anything that is "in the talk" at the time. They try to make fun of everything equally. Trust me on this one, they try to make fun of everything and everyone,

I think the creators take the philosophy that making fun of anyone is ok as long as you make fun of EVERYONE. They have basically made fun of everyone.
That and we like to laugh at retards.
