I think you are thinking of the "Dick Van Dyke Show"
The character was played by Morrie Amsterdam, his name in the show was Buddy.
The co-writer, played by Rose Marie- was Sally.
Dick Van Dyke's character was "Rob Petrie"
The "balding guy" was Richard Deacon. I can't remember his name in the show.
Alan Brady was the "Boss." He was played by Carl Reiner.
