Put the board on a flat table and work there. When you move to the ironing board, be very careful. Or even better, just work at the ironing board. You can get little ironing boards that will sit on the table -- or you can make one by covering two thick pieces of corrugated cardboard with some flannel material -- just be sure not to go over and burn the table or the table cloth.

The previous answer is right -- usually people use gravity to keep them in place. If that just isn't working, you could forget the board, and work from a piece of duct tape -- put it sticky side up, and make sure the beads are closely packed together. You won't get such a nice symmetrical arrangement (unless you are very careful), but you might be able to work out a lovely free-form design. Just be careful when ironing -- iron the beads, not the tape.

Good luck. I hate it when I spill a batch of fuse beads.

You put them on the prongs and gravity should keep them in place. I remember having to be careful to not mess them up, but they don't need to be glued. If you decide to glue them, maybe don't use glue, but something tacky. A light spray adhesive or something similar should do the trick.
