You are referring to Mr. Peabody and the kid was Sherman.They appeared in the old Bullwinkle and Rocky cartoons.

Mr Peabody & I think the kid was Simon. You'd see them on the Rocky & Bullwinkle show along with Fractured Fairy Tales.
