Ask for some private time and sit in the middle of the house and see if it feels right. Look around and ask yourself if you would feel comfortable in all the rooms. If you find yourself thinking major changes, dont buy the house. If there are minor changes and your overall feeling is good, consider buying the house. If you feel you want to buy, have a house inspection done by a reputable inspector not one suggested by the seller. Choose your own. Do not skip this test. Many people have not wanted to pay the cost but many a person did and found out the house had major problems.

If it's the council, I'd look out for any damp or problems that might need rectifying before you move in....ask the current tenants whether there are any too...but bear in mind, they may lie because they want to get out, but can't until someone else moves in.
When I viewed the house I've just bought, I went once and then went back again a week later because there were things I couldn't remember....this is always a good idea, cos it's too much to take in on the first visit. Even when I went back three months later once I had the keys and it was mine, I was shocked at just how different it was from how I imagined.
Maybe write down your list of priorities, ie what matters most to you...bedroom sizes, state of kitchen etc etc. Because those are the things that will affect you most if you move in.

Make sure there is no dump or black spots in the bathroom walls, that's a sign of mold and it can make you sick. Look for watermarks on the ceilings, if there is, that's a sign of rain leaks. Kitchen, look for signs of roaches or any other insects like ants. Make sure there is no rot under the kitchen sink or counter top. Check rugs. Because if there is a pet in the flat its more than likely that there is also fleas. Check out the neighborhood around the flat, there might be a not so nice tenant above you or next door. Ask questions, don't be shy. Make a list of all the questions before you visit the flat. Think also of food stores, trains, buses, hospitals and police stations near the flat as that is always a plus. Good luck.

I can give you advice but if the house feels right you will know!
First off, some tips about your own behaviour (I don't mean to be insulting but believe me it makes a difference) Arrive on time and be neat and tidy. Remember it's still their home so keep your more colourful opinions to the after viewing discussions! Ask about the heating system, (gas, electric etc) the windows, (new, double glazed etc).utility bills, council tax band. If you are sure you don't like the place don't just walk out. Give the place a polite once over and be sure to give the EA feedback. If you are interested in the house you could ask about the neighbourhood, schools etc. Oh! Don't forget to ask how long the lease has to run. Actually you don't need to ask much since if you like it and decide to offer there will be plenty of time to find out what you want to know. Hope that helps!

It is very strange - your questiuon has some of the best answers I have ever seen (apart from the obvious one) but you got into a bit of a rant! Perhaps it was just frustration form seeing some of the rubbish answers that some people give.
I agree with the others and there are sites on the net that give advice on homebuying so it is the same principle renting. It might be worth getting a booklet from your council that may be entitled "Your Rights as a Tenant".

You will know if it right. If it a council flat I would recommend you look at the condition of neighbouring houses ie front gardens/driveways. The council will look after any repairs that are needed and if need decorating I believe they give a decorating allowance. Hence looking at the thing you wont be able to control once you move in.

you should look for termite damage(look for small holes in da wood). look at the floors see if they are level and sound. check the condition of the wall and the paint. If it has carpet check it very close for wear and cleanliness. most times the carpet is worn out. check the windows for a tight fit when they are closed. ideally the windows would be double thermopane that tip into the house for cleaning while you stand on the floor. then check the roof for wear this can be expensive to replace. if the house has siding on it check it very closely for damage and quality. if the house is built so you can see it check the plumbing also check al sinks and the bath tub for slow drains. fill each one up and see how long it takes to drain. if they drain slow you got a problen.

You will just know, One thing that helped me was taking pictures, then looking at them for the next few days. Ask about regime fees, how much the utilities run monthly, taxes, insurance, etc.
