Italy in general is gorgeous, but Rome is my favorite. The city has so much history where ever you look and it's all well-preserved. Venice is the second-most beautiful. The canals and mask shops make it a very romantic city, but it's not quite as well-kept as Rome.
Paris, by the way, is really dirty and doesn't live up to the hype. There's graffitti everywhere.

Beauty is in the eye of the beholder. Take your pick, San Francisco, London, Paris, Rome, Madrid, Rio, Toyko, San Tripe, Hong Kong, Athens, New York, Etc. at infinitem..............

I can only say by experience even though I have a lot more to see. But I would say Paris, Hong Kong, and Istambul
