if i am moving out of a place that i share with a roommate because she has bi-polar, am i wrong for asking someone to take over my half of the lease?am i obligated to tell them why i am moving?

Giving out someone else's medical history is against the law for health professionals--I would be careful what sort of personal information you give out about someone. Also it might not make you look so great if you admit that you couldn't deal with someone's illness. "We fought a lot" would be a reasonable thing to tell someone. "She's mentally ill" is not.

Not unless they ask why you're moving out. On the other hand, it would be considerate to inform them of the risk they're taking (or the problems that they will encounter). I would not assume that just because you dont wish to deal with your roomate that all people will not -- there maybe some renters who have had experience and are willing to live in that situation.
