Is it possible to get a copy of a selected or rejected research ( e.g., NRA, AO, etc.) proposal?

Often, Research Proposals once rejected may not be valued much as to be stored. But selected/approved research proposals go on to become active reseach projects which are then available at the discretion of the authorities of the reserch center or institute.
