Any precipitation when it's "too cold for snow" will produce ice instead of snow.

Yes I have heard people saying this - but I then ask them 'so you are trying to tell ne there is no snow at the North Pole?' well maybe it is just a heavy ground frost

That is an urban legend, and it is not true. Snow apparently can form at any temperature below freezing if there is enough water vapor in the air.

do you mean a weather man? or a normal person? A normal person might say it because they are complaining of the weather being cold.
