Is there a way for a person who has a random IP address number to locate detailed information as to name of user who owns that address? Any good reverse look-up methods for an IP address?

Yes and no.

You can certainly find out who the IP address is assigned to - but you may hit a dead end there - because it may be assigned to an ISP.

Many if not most people connect through Internet Service Providers who only lend the user an IP address while they are connected. So your trace of the IP Address may reveal that it was a user of Joe's ISP Shop, but you would need to contact Joe's ISP shop to find out who was actually using the given IP address at a particular time. They may not even have a log of that information - in which case you are out of luck.

You can lookup the registered owner of the IP address. Most of them are not users, but Internet Service Providers. Try http://ws.arin.net/cgi-bin/whois.pl for searching.

Yes the FBI has a way and so do most police departments in larger cities. I have no idea what they use.
