There is no "normal" with non-profits, any more than for-profit businesses. But a domain only costs a few dollars a year. We typically set them up to host their website and e-mail on their own server, so they don't have to pay hosting fees to anyone. There are no special providers that I know of; all the "free" hosting sites pollute you with ads... Why bother when any good PC (much less a server) can host your own site for you?

Normally they put a call out to the public and people do it out of kindness and willingness to help... currently i am designing a website for the volunteer firefighters in our area.
