Sure it's possible to have sex in a jacuzzi, the bubbles shouldn't be a problem. However it's not recommended to sit in a jacuzzi or a hot bath if you're pregnant because the high temperature can affect the fetus.

Actually, foreplay in water is always better than sex in water because it washes away all the natural lubricant and makes things rather uncomfortable.
