For 4x6 photos, the best printers on the market right now are the HP Photosmart Go-Go printers. They do not have to be plugged into a computer at all (but you can if you want) and the photos are water, smudge, fade resistant. PC Magazine rated these printers a 4.5 out of 5, earning the Editor's Choice award. These printers print photo sizes 4x6, 4x8, 4x12, and 5x7 making them the most verstile portable photo printers in the industry.
The most popular one is the A616 and A617 (depending on where you buy it) and the cost is $179 ($149 if you catch it on sale). Cost per photo is 24 cents (you can buy the color ink cartridge and 120 4x6 sheets of photo paper in a combo pack for $32, or you can buy everything individually).
I have one of these printers and it is very easy to use, the photos are much better than what you would get at Wal Mart, and the printer doesn't have to be plugged into anything at all if you buy the battery for it.
I'd stay away from the Epson Picturemate because you cannot buy the ink individual from the photo paper. Users of the Picturemate often complain because they have plenty of photo paper at home, but they have to buy more when they buy the ink anyway. Also, the Epson Picturemate is not as user-friendly as the HP Photosmart printers are (the HP Photosmart printer was the one the critters used in the cartoon 'Over the Hedge' to print photos of themselves).
The Kodak Easyshare is a popular printer, but it has a low print resolution and does not pack easily for trips.
Lexmark is the worst rated printer in the United States, according to PC Magazine. Users report problems with the ink cartridges.
The Canon photo printers do really well, but the cost per photo is higher than many of the others at about 40 cents per photo.

Canon PIXMA iP90 Photo Printer is pretty good. Don't know if you'd consider it affordable ($249.95 at dell). If she has a kodak camera, you can get her one of the kodak printer docks, make sure you get a compatible one though, not all models can use the dock. The good thing about the pixma is that it's not just a photo printer, she can do black and white documents too. Works as a regular printer.

I'll suggest 2 following printers 1. Canon Pro 9000 ( not print black&white picture that often ). 2. Canon Pro 9500 ( very good for black&white picture ) The pictures I printed out lasted quite a while. Those printed using Pro 9000 is now a few years old and still doing fine without any color changes. Make sure that you leave it dried for 20-30 minutes after printing ( for large paper size like A3 or so ). Good luck.

We just got a HP 3100 and it is very very nice. All the things you are looking for. Just make sure if she has an HP printer already to make sure that is all uninstalled before you install the 3100.
