Here's the video, notice how she gets out of the Jeep and brushes back her hair. This would seem to build up the charge that caused the fire.
As far as cell phones go though, Mythbusters (Wednesday nights on Discovery Channel) tried to get cell phones to spark a blaze and got absolutely nothing.. go figure.....

Static electricity is especially dangerous when filling a gas container. Most vehicles have flame arrestors so the risk is not as high when filling your car.

Whenever you fill a gas container, make sure to place it on the ground prior to filling and it will greatly reduce the risk of a static electricity discharge.

Yes, it is dangerous, and can ignite. However, it is usually caused by younger people who don't need to grab ahold of thier car to get out of it and they get in and out again while the pump is going. Basically all you have to do is touch any other piece of metal before touching the gas nozzle to discharge the spark.

Ummmmm yes, very. That is why tanker have to ground their trailers while unloading fuel, or fueling up at refineries and gas stations. This is why, in the winter, before putting gas in your car, you should touch something metal, to discharge static, before you even start to pump your gas.
