try cebu pacific. the philippines first budget airlines. they offer flights between manila to singapore, cebu to singapore and lately davao to singapore and back. very new airbus a-319 aircrafts and very cheap inflight snacks(you have to buy inside budget airlines). you can buy tickets online without and is very user friendly.

The cheapest way to fly Singapore to Philippines is with TigerAir who fly daily to Manila Clark, very cheap flights.

you can fly to singapore -philippines return trip in a very low cost but during peak season they usually get high..try to search their site at www.singaporair.com..you can ask and find the rates that can be ok for you

if you get the cheapest seats on tiger air its about 1,000 pesos cheaper than cebu pacific's cheapest seats. try http://www.tigerairways.com and http://www.cebupacificair.com and compare the prices on the tickets you want on specific dates.

Whichever is cheaper will really depend on the day and how full the flight is when you book. There's also another carrier called silk air but i think it only flies out of cebu/davao to singapore.

Tiger Airways SGL to Clark, book a month ahead and you'll probably fly each way for 20usd plus taxes.
