Well if I was their I could fix it but I am not so it is hard to see how to fix it
Try leaving it for 2-5 hours hopefully it softens up the paper give it another plunge about 5-10 then flush it and plunge at the same time, (If you leave it it might bring down the water so you have more flushing time)

this is common with toilets and there are a couple approaches with various degrees of difficulty. first when using the plunger depress the plunger slowly then pull upward in a fast motion in order to create a suction and this will pull the tiolet paper back in to the bowl use a glove to remove the paper and then flush the tiolet to clear it. If this doesn t work then use an auger to snake the tiolet but you must go slow and not force it so you don t crack or break the porcelien. If both these fail remove the tiolet and turn it upside down in your bath tub and pour water in the bottom of the tiolet so it is flowing backwards in order to wash out anything lodged in the base of the toilet. Wear gloves work slow and dont get frustrated. Good Luck !!!

3 things 1 cup baking soda 1 cup vinger let sit 10 mins than flush.or flush the toilet and hold down the handle untill all water is out repeat 4 to 5 times lets air pull threw.or you will have to pull the toilet make sure nothing is stuck replace wax ring and re install.

Just wait for now. If it is just paper it will break down in a couple of hours. When you flush it be prepared with the plunger. When the blockage breaks loose you will know it. Just wait a while.

You should run down to the hardware store and buy an inexpensive drain snake. (they will tell you how to use it).Sounds like the wad of paper is too big to plunge, now it's stuck. Good luck!

Fill a mop bucket with water. From waist height pour it directly down the center of the toilet bowl. Works for me.

you in all probability have a low rest room for like short people why dont you attempt procuring a sparkling rest room, with the great bowl.....i dought your balls then will touch the water....using fact the rest room is tall! yet i think of is reason of your rest room seat!
