If a person works for the state and is then hired to federal position does their time in count towards federal retirement plan? For example, if a person worked for the state of Illinois for 10 years and could retire after 20 will that 10 years be acknowledged by federal employers?

Time spent working for a state agency does not necessarily transfer to the federal system. As there are many different state plans, one would have to research the specific plan and the corresponding federal retirement program.

State employees are not Federal Employees. I am not sure that you can transfer your time served in state government to the federal retirement system. You may need to talk to your employee benefits representative. Usually some states permit you to transfer military time to state or city employee retirement funds.
