Is it written in your contract to donate your time/money to Charity?
Check over your contract, if it's not there, then tell him: "I don't see anywhere in my contract with the Army that I have to donate to Charity." You're not bound to donate to Charity, if it becomes an issue you have legal backup to state that it is was matter of choice, and you decided not to do it.
If it is in your contract, you have to do it. No way out of it.
Also, thank you for serving our country! You're already doing a great deal by having joined in the army.

You dont have to donate to charity. He cannot force you too. You can donate a few dollars if you can afford it. However, if you dont have any money, your time to a charity is also valuable.

Look, you gotta take time to give to the less fortunate and perform charitable acts. I have a feeling that you magically can afford beer and weed or whatever the hell else you do with your time. So you can certainly afford to make a donation, chill the hell out it builds character.

Refuse. You don't have to donate to any charity and you can't be ordered to and if you have problems you use your chain of command to take care of it. There shouldn't be solicitation at work anyway!

You do not have to give to charity, your boss cannot "make" you even if your military. You signed a contract stating its your money etc etc tell him to piss off

At work, I was faced with this. I declined to do it. You can always cancel the withdrawals from your paycheck.
