I am putting a new HVAC in my house.

There isn't much advantage to a variable speed air handler, these are usually used on chilled water systems, where the incoming cooling water temperature is low (40 degrees) so you can vary the amount of air you pass over the coils to get the amount of cooling you need. This approach wouldn't do any good in most homes.
Now if your talking about variable speed compressors (or more commonly duel speed), these can reduce the cost of circulating the freon to the air handler coils in a household unit.

Variable speed blowers are the next generation of excellent home comfort products! They are quieter and more effiant then standard blowers. They gently come up to speed and gently slow down creating less draftiness(is that a word?). They are driven by direct current electricity, which means that they are less expensive to run. The studies have shown that you can run these fans 24 hours a day every day of the year and spend less money on electricity then you would running a standerd fan only with the call for heat. They are more expensive up front, but you will like the results!

Just an air handler or are you putting in a variable speed furnace?

Better dehumidificatin on A/C with enhanced or ramped settings,less electrical consumption.The disadvantages are higher initial and parts cost.
