I am not 18 yet and I was wondering if they would let me fly to say France with my brother( who is younger) alone (I mean without my parents)

You can travel without an adult, but there are some restrictions, depending on the airline. The only way to find out the restrictions, is to check the airline you want to fly with.

For example, Northwest Airlines will only allow you to fly if all your flights (start to end) are no NWA. British Air will let you fly any "codeshare" partner, but you can not have a connection anywhere more than 4 hours, and you can not have a London/Heathrow to London/Gatwick connection. Lufthansa will let a 17 year old travel alone.

The definite rules in all cases are:

- Your parents must generally fill out documents allowing you to go, and provide who will collect you on the other end (an adult).

- Your parents must fill out and sign any customs forms for you, for anything that would be considered a reportable item.

- Flights must be booked by calling the airline reservation system. The flights cannot be made online.

But each airline is different in their requirements. I provided a couple links of airlines I've used with my kids, but look at the different airlines websites, and search for their "unaccompanied children" policy.

Sure thing - you are 18 - considered an adult in most parts of the world. I've been travelling since I was 15 and even lived abroad for 2 years (17-18) while my parents were in MAryland

You'll need permission from your parents but kids are allowed to fly alone all the time. There can be some routing restrictions and some airlines have age limits but if you are 17 you should be fine.

Yes, kids travel alone all the time. I've seen 8 year olds on a plane by themselves. Usually one parent will send their kid on a plane and have someone else pick them up on the other end. It's done all the time.
