Penne is good with thicker sauces because sauce will stick on the surface.
Shells will be better with more "running" sauces becuase sauce will fill the shell.

Personally for me it depends on what it is going to be used in... for alfredo sauce I like penne pasta because it holds the sauce better but for macaroni and cheese I like the shells, I like how the cheese clings to the inside of the pasta.
