I find rat traps work well.

The question is ambiguous. If you're talking about stray or feral cats, you've already been given lots of advice. If you mean that your pets have no litter box but use the great outdoors, trust me, they will find a place to go in winter as well. Mine do. OK, I have to admit that one of my three is getting old and if I'm not right on the spot, she leaves a blessing in the kitchen, so I have had to set out a litter box for her. The others still seem to prefer the outdoors, even in the snow.

Do you ever let them in? If so, they will want to go out everyday until it gets really cold...0 and below. Do not let them out for longer than 10 minutes in this kind of weather. Cats are pretty smart and will know when to come and go. If they are out all the time, people have gotten little igloos avialable at a pet store and put them in a sheltered area with blankets. Try to see that they have some sheltered space to stay in during the cold. Offer to let them inside when it si really brutal out or call the humane society and have them taken in.

I don't believe in "outdoor cats". No exclusively outdoors anyway. I live in the country, and many people have a lot of "barn cats". They blithely accept that they will lose some over the course of the winter. That is unacceptable to me. My dogs and cats come in or go out as the please.

It is very important to provide shelter, could just be a cardboard box with a door cut in it and an old towel, especially if you have minus temps.
Also fresh water each day in a plastic bowl so no chance of freezing tongues..... and of course food.
Water is very important if freezing temps.

We have a few in our apartment complex. I have tried to approach them but they won't let me. I just make sure there is plenty of food out for them so they have a little fat and are well fed. Besides that, I hope their instincts keep them safe. I don't know what else I could do. I feel like taking them to the pound is not better for them.

As long as they have some sort of shelter outside, they are fine. They just need to be able to get out of the elements, and be sure there is planty of food and water - check the water regularly to be sure it isn't frozen up.

buy a small dog house for them to find shelter in and put a few blankets in it.
