From you browser...
Internet Explorer
On the Top Bar,
Click "Tools - Internet Options - Delete Cookies - O K"
If it is just a simple cookie, then your done.
If it is SpyWare (Or a virus) you'll need to get
"SpyBot Search and Destroy" (See the link below.)
It works great and it is free.
I haven't used Netscape in so long that I forgot how to do it there.
But I rember that it was fairly easy.

Do a search for files named cookies.txt and delete them, but remember, some cookies are helpful and are used by websites to remember your last visit, login information etc.. (they are encoded so no worries)

In I.E. go to TOOLS -> OPTIONS and press DELETE COOKIES
in FireFox go to TOOLS -> OPTIONS -> PRIVACY tab ->COOKIES tab and press CLEAR COOKIES NOW :)
