1. You DO NOT need a licence if you do not plan to recieve television signals... so to answer your question, no you don't. but you are supposed to tell them.
2. To all the British people who are moaning about it being a tax etc. If you don't like it, don't pay it, its as simple as that. Television is a luxury, not a basic human right.
3. To the americans who don't understand, our television licence allows the BBC to produce programming which is of a higher standard than any other country in the world. It also means that we don't have sit through constant interuptions while idiots try to make us buy products we don't need. Many British people will tell you that it is a rip off, but they are probably illiterate fools who are basing their opinion on their personal programme preferences and a two hour slot they watch each night while they eat their microwave meal in front of the TV. The BBC is the best broadcaster in the world, and I for one am happy to carry on paying the licence fee.

Yeah you have to have one even if you don't receive any TV signal (no aerial etc) and you are paying for digital even if you only have an analogue set.
It's a total scam I hope the BBC will start having adverts or they find licensing impossible when Digital becomes the only way to watch TV (I won't be the only one to just keep an analogue set and absolutely refuse to pay a licence)
I wouldn't mind paying a fee if the BBC still offered "minority/alternative" programing but they have just the same unwatchable drivel as the commercial channels. What a total rip off!

Wow! Thats an interesting question. I'm in the US, just surprised at this tax. Never knew there was such a thing. I assumed BBC was public access. Over here, that would be free. Just need rabbit ears to catch the signal.
Maybe our cable/satellite bills would be the US's answer to UK's TV tax.

yes.
You need a TV License to use any television receiving equipment such as a TV set, set-top boxes, video or DVD recorders, computers or mobile phones to watch TV pro grammes as they are being broadcast.
It is a criminal offense to use a TV receiver without a licence.
I don't agree with the law, its daylight robbery.
I don't think I've seen a decent program on BBC for years, so they aren't even spending our money wisely.
Having said that...the official TV Licensing website says the following in its FAQs section:
" What if I only use a TV to watch videos/ DVD's /as a monitor for my games console? Do I still need a license?
You need to notify us in writing that this is the case and one our Enforcement Officers may need to visit you to confirm that you do not need a license.

You need to notify us in writing that this is the case and one our Enforcement Officers may need to visit you to confirm that you do not need a licence.
Please write to us including your name, address and the reason you believe that you don't need a licence at:
TV Licensing
Bristol
BS98 1TL "
So technically you don't need a license, but you're going to have a lot of hassle convincing them that's the case. Good luck!

What the hell? because of the fact that while do you % this? specific, you % a license to broadcast a television station, yet very own a television receiver? incredibly? It must be a sort of rules no person relatively follows.

Hi,Martin.
yes you still have to buy a license because the law is that if you are capable of receiving the BBC signal then you must pay wether or not you watch it.
