You double the measurements of a garment laid flat, so it would have a 26" waist. On a typical size chart where a size 2 has a 26" waist, the hips are usually cut for 34" hips. So the skirt would probably be too loose on you, but it may fit since I don't know the maker, cut, or style of the skirt (besides the fact that it's a mini 15" from waist to hem.)
If the seller takes returns, you may want to go ahead and buy it. If it doesn't fit, a good leather repair shop or seamstress can alter it for you. If they can't, then you could return it.

Wow, the only sure way to tell is to try it on. Every label's size two can mean something completely different. Skirts, especially, I find, can be tricky, depending on where the skirt "sits'. I have skirts that are size 0, and some that are size 6 and they all fit perfectly. That said, I almost always wear a 4 pant,unless it has stretch in it, then I wear a two. But again, it depends on the label. Gap and Old navy are notorious for being BIG..... I wear at least two sizes smaller than I normally do. Guess and Parasuco tend to fit smaller. Ny advice, try it on. Remember, too, that leather tends to stretch after it is worn awhile, so better to buy a little snug.

No it won't, because your waist if 24", the skirt will be too big. you need zero or petite, you may even have to take it in.

It will probably fit on the bust and waist, but might be a little big on the hips. HTH : )
