Only if it became infected. I would be surprised if this happened from just a pet cat.
Just keep an eye on the wound, wash it out and clean it if is bleeding. If the wound starts to become infected and is oozing and stuff, then consult a vet.

Yes, if an infection is the result of it. I'd keep an eye on the scratch and if it begins to look questionalbe, see your vet ASAP to have it addressed.

Sure. Cat's claws are very dirty, and infection can set in easily. You should get it checked out by the Vet, an abcess from an infected wound can be very bad.
