Therefore, do Governments, far from wishing for peace, carefully excite the anger of other nations against themselves?

And having excited other people's anger against themselves, and stirred up the patriotism of their own people, does each Government then assure its perpetual survival?

Maybey Iran is using that context, certainly the Iranian people have grown discontent with their government and the mullhas only hope is to have some sort of conflict to reassure the iranian people's faith in the government.

It has been that way in this country since the industrial revolution when people realized that not only could they gain the loyalty of the people and keep them subversive and un questioning but also make money.
It will not ever change.

Bush's regime certainly use that tactic and he has survived so far. So maybe it does work.

How else can you control the masses but through inciting fear - this whole administration has shown how successful this Fear Strategy has been.
