He made a lame joke and botched the punch line. He meant to disparage Bush's intelligence and blundering that got us stuck in Iraq, but it came out sounding like the soldiers were the ones stuck there.
Now, that said, everyone from the WH to CNN to every news organization knows that's what Kerry meant, but decided instead to give Bush and every single Republican talking head all the time in the world to spew their lies and hate. The objective, less than a week before the election, is to change the subject from Bush and the disaster that has resulted from six years of one-party rule and the attended scandals, debacles, soaring deficit and endless war with no end in sight.
It's all they have left since they can no longer terrify people into voting for them. People are finally wising up.

If you ask a conservative \ republican they'll say he dissed the troops by calling them stupid. His comment alluded to the idea if you don't do well in school you end up in the military \ Iraq.
The liberals \ democrats will say he was joking and his joke was about Bush. Leaning on the constant democratic theme Bush is stupid and thus ends up in Iraq.
The thing is - there was no real joke - can't find one. The other thing is he was speaking to students about education so all in all it was a pretty serious gaff on his part. Adding insult to injury he has a history of dissing our soldiers and this just adds to that.

“You know, education, if you make the most of it, if you study hard and you do your homework, and you make an effort to be smart, uh, you, you can do well. If you don’t, you get stuck in Iraq.”
