Any fuse will "pop" when the load on the circuit exceeds the amp rating for that circuit. This is a safety feature so that the wiring to the circuit is not damaged or a fire is started. so you need to find the source of the 'short'. If you do not know how then you need to take to a competent mechanic.

gary is absoulty right, the fuse is there to protect the wiring if too many amps are drawn through it. your pcm may control several soloniods and relays and switches that all may have to be disconected one at a time to see witch one is shorted out , sending posative voltage to ground. check your owners manual or fuse box and makc sure that you have the corect amp fuse in there but never put a higher amp fuse than what is called for
