If character is fate, then I would have to say fate. Circumstance alone cannot determine your fate, but rather the way in which your character responds and intersects with circumstance. The various turning points in my life, had I responded to them differently, would have sent me down many different roads. Not necessarily better or worse roads, but different roads. I would say that everyone, to some extent, is a prisoner of their own character (and thus fate) and the only key that opens that prison is self awareness.

Both. I think we are all Prisoners of Fate (Big Picture and the Long Run) as well as being Victims of Circumstance (Immediate Straights)- I depart from the "victim" label at this point though because I recognize what my situation today is, how it happened, and what I can do to Change it. I see that I have a degree of control over where I am and what I'm doing today.

I wouldn't choose either of those. I don't believe in fate and I refuse to be a victim of circumstance. I see life as a challenge to be met head on. I would say that I am an overcomer of adversity. Life seems like a battle most of the time, and I mean to win.

No one should be a prisoner (freedom to choose) or victim (someone victimized). We all have free will. We control our lives and no one should control anything about us. We are in the drivers seat. The choices you make you live with. Write a plan for you life and be in control of your plan. Everytime someone steers you off the plan, jump right back onboard. Most of us deviate from the plan, but the successful ones know how to jump right back on track. The unsuccessful ones steer further from the plan.
Write your plan for life and stay on course. You life will be great.

If I HAD to choose I would say a victim of circumstance because a circumstance is something that is happening at the moment and is less permanent.

I would say more a victim of circumstance. As a young person, you let things happen to you, especially in relationships and when you love someone.
As you mature that balance scale slowly changes; you become more assertive (in a good way) and the decisions are yours to make whatever the outcome.
I try not to let things happen to me anymore but I chose what happens to me, at least the important things.

I am a prisoner of fate because I have chosen this life of mine. I clicked my own handcuffs yesterday, today, and tomorrow too if I so choose.

Can one be a victim of fate? Why - if I put a dollar in a slot machine, I am guaranteed to have one dollar less. Ad infinitum.

Neither.
I have free will which means that i dictate my life to a great extent.
I am the result of the choices i make.
I don't use God or anything else as a crutch for my circumstances.
I am fully responsible for how my life has turned out.
And i cherish that responsibility because it gives me hope to know that my choices could allow me to lead a full and satisfying (coffee-filled) life.
