The problem is that you can sell it to almost any of the top art museums and even through the big auction houses. Recently, Italian officials have brought charges against art thieves, auction houses and art museums, such as The MET for stealing Italian works of art.

There is a small, very select group of very rich private collectors who will pay a great deal of money for a famous work of art. If the thief is known in those circles ( as I am sure most art thieves are) it will be possible to sell the piece. The famous work of art will then disappear into the private collection.

Often something of value is stolen with the idea of returning it for a large amount of money. The same as kidnapping.
At other times, the thief knows a collector who will pay for a masterpiece for his own collection, even though he's not able to let anybody except his closest friends know about it.
Some super-rich collectors are a little bit funny in the head.

My personal theory.... its for the thrill. Besides, of course, the obvious potential for financial gain. Thats serious bragging rights.
