If by "who" you mean people landing on the moon, then the answer is Neil Armstrong, an American astronaut. He and Buzz Aldrin landed on the moon on July 20, 1969.

If by "who" you mean which country landed an artificial object on the moon, then the answer is the USSR (Soviet Union). They launched an unmanned space probe "Luna 2" which impacted (crashed into) the moon on Sept 14, 1959.

There were a large number of unmanned spacecraft launched by the US and USSR which impacted or soft-landed on the moon between these two events.

There were also flights between the two where people flew to the moon, but did not land. These were used to scout for landing sites and to test various systems before trying an actual landing.

The answer would be that Neil Armstrong was the first human to step onto the moon's surface. Neil Armstrong and Buzz Aldrin were the first humans to land on the moon since they were both in the craft as it landed.

There are some people out there who do not believe that the event happened. They cannot give proof of it. They point to inconsistencies but you can find inconsistencies in the sinking of the Titanic. So far they the conspiracy crowd has not been able to produce any definitive evidence, such as even one confession from the thousands who would have had to be been involved in any coverup. It is kind of idiotic to believe that the government could cover up a fake moon landing but could not cover up Watergate.

No one the moon walks were faked because the US wanted Russia to think we were ahead of them in the space race, but we were not. No one has really walked on the moon.
