what will be the effect?

if I emersed my bare hand into a vessel 3/4 full of dihydrogenmonoxide at standard temperature and pressure, what would be the result?... would medical attention be advisable?

Are you asking what the effect of putting your hand in lukewarm water will be? Your hand will most likely get wet, in fact, it may even get pruny. I suggest that you see a neurosurgeon as soon as possible.
