although David Beckham has stepped down as the ENGLAND captain, he is still playing at club level for Real Madrid CF & hopefully he will earn his recall back to the ENGLAND squad next month for an international friendly against NETHERLANDS in Amsterdam.

No he hasn't retired, either from club or international football.
He stepped down as England captain after the World Cup, but made it clear he still wanted to play for England. However, the new England manager Steve McLaren has dropped Beckham from his squad because his current form is not good.
At Real Madrid, he has been unable to get a regular fist team place and is often on the substitutes bench.
