Don't worry, no you don't get penalty points on your licence. I've been given parking tickets for various reasons and I have never been given any points on my licence as a result.
To put your mind at ease I insert the following quote:
Parking tickets issued by the council are called 'Penalty Charge Notices'. They require payment of a penalty, and do not result in a criminal record or points on a driving licence. They are separate from Fixed Penalty Notices, issued for criminal offences by the Police and Traffic Wardens.

you haven't been charged with inflicting an obstruction - in case you've been than the penalty might want to be a lot larger. you've been charged with parking a motor motorized vehicle on a foot way on a footway, and by technique of your own account you probably did that.

Probably no as he has not been asked to send his licence to a court. Penalty points are put on for parking in places where there are yellow lines, white zig zags and dangerous places.

You do not get points against your license for parking tickets. Most states only give points for a "moving violation", which is illegal actions while actually operating a vehicle.

No you don't get points for a parking fine unless it wasn't paid and it went to court then the judge can issue with points, so no is your answer.

In California, parking tickets do nor constitute "moving violations" hence they do not result in "points" against your drivers licence. I dont know about other states
